Unknown Range Pickup

On my last  range trip I was picking up brass and came across this odd duck.  Any idea what it is?  The exposed brown metal is harder than lead but I have no idea what it is. 
It is 5.56.
The GP is wicked strong

The case head reads Western Cartridge Company 2002. As such, the primer would be brass colored, not silver. It would appear to be a handload. The bullet looks like a home made one where the lead core is swaged into the copper jacket. Lee makes a unit for just this kind thing.

thanks for the input so far, I am going to take a better look at it tomorrow.  Perhaps even get a better picture
